OED defines Visa as "An endorsement on a passport indicating that the holder is allowed to enter, leave or stay for a specified period of time in a country"
By that definition I believe that a visa can be issue anywhere, inside and outside of the country.

Diversity Lottery ends in FY08. As a baby step, to offset this why dont we ask these numbers - 50,000 to be added to EB visa quota?
I'm sure most senators will be agreeable to this - getting 50K immigrants with skills(in the future) vs 50K immigrants only

The couple applied for the green card together. The husband applied under the EB1 category and his wife also applied with him as dependent. The green card of the couple has been approved and is expected to arrive in a month's time. The wife is not in US currently. She is outside US. Will the husband get his green card & the wife's green card in his wife's absence? Will there be any complications in the husband's green card in this case?

I had emailed the Murthy team on Friday. Today Mr Vasant Nayak from Murthy.com emailed me back with concerns since i had emailed him from yahoo and my name was not in the list of volunteers. I have given him Admin and Walden Pond's names and have emailed both Admin and Walden Pond to touch base with him.

My employer will file for H1 this April.
If my H1 is rejected for any reason, will I be eligible to work on F1 - OPT visa?

My law school roommate and long time friend Henry Olsen is the vice president of the conservative think tank the American Enterprise Institute. Hi,
I have been searching in the inernet for quite some time and looks like
the following questions are still not answered properly. So any of you here who actually used the AC21 in the past can answer the below questions and it will help lot of people on this board.
1) When the employee don't have I-140 receipt number and I-140 approval copy , is it okay to use AC21 after 180 days ?
2) Do we need to have I-140 approval copy for the EAD renewal ?
Guru's please help
